  Kosovo - Promoting the Circular Economy through Private Waste Management Solutions

  Despite the lack of a public recycling system in Kosovo, the presence of private companies committed to collecting separated waste creates opportunities to help protect the environment. 

  At present, the country is not yet equipped with a comprehensive and structured system for gathering and recycling waste. The public utility companies in charge of regular collection in municipalities transport the waste to large depots or landfills. 

  Nevertheless, some private companies operating in the country are dedicated to collecting materials such as plastic, paper and aluminium. They serve as centres for assembling waste, which is thereafter exported for processing and recycled.

  

  Since December 2015, the LuxDev project’s premises and the Regional Office have been provided with the requisite infrastructure to practice waste separation. Through an “Eco-friend” subscription, a service project developed by the NGO Green Art Centre, a regular connection with these private companies is upheld and services guaranteed.

  

  The aim of this activity is to reduce the environmental impacts and carbon footprint of LuxDev’s offices as well as raising awareness among LuxDev projects’ staff and its counterparts for recycling, environmental awareness and the circular economy. In this regard, the KSV/017 project has successfully implemented this system in its own offices and at the same time started discussions with the Ministry of Health (MoH), its main counterpart, to introduce a similar system for all its premises. The initial agreement has been reached with the Department of Administration and many enthusiasts have been identified among the MoH staff to help this initiative come to life .

  Kosovo - Training needs analysis

  The project is conducting a training needs analysis (TNA) that will be finalised in February 2016 with the aim of promoting VET in line with labour market needs, gathering data for evidence-based decision-making. This effort, one of several such donor-funded initiatives in the sector of Education, should lead to crucial orientations supporting the CoCs in the perspective of sustainability. For instance, the diversification of the CoCs’ educational offer through short courses and post-secondary programmes will gain further impulse. These should not only allow the CoCs matching their purpose as multifunctional Centres offering flexible training to different target groups, but also generating income.

  In February 2016 the Riinvest Institute and Kosovo Chamber of Commerce, after a sophisticated process of data collection and analysis, in collaboration with LuxDev, private sector representatives and local stakeholders, will deliver the final report of the TNA. At the end of the study, clear overviews should be available of: effective (solvent) VET demand in selected sectors and potential corresponding financing sources; VET needs and potential financing sources; and market segmentation for each CoC describing the nexus Client/Service/Technology. The TNA will be an important point of reference and input for all initiatives oriented towards VET and Labour market and implementing agencies.

  Kosovo - Start of the academic year 2015/16

  With the beginning of September 2015, the new academic year got started. For the first time in CoC Ferizaj, students are enrolled across all three grades of initial VET programmes, and as it happens, 494 youngsters follow their educational paths in eight different Health Care profiles. 120 of them are making their first steps in five of the offered programmes. In CoC Prizren, 299 students, including the new second generation adding up to 195 registrations, are preparing themselves for Economy, Trade, and Travel and Tourism. These three sectors cover in total seven different profiles.

  According to the objective of making young people ready for the labour market, hands-on training in the CoCs and in labour providing institutions will hallmark the students' learning process. For practical training, both CoCs are well-equipped. For professional practice, the Centres rely on partnership agreements. While CoC Ferizaj concluded to date a multitude of collaborations with private and public institutions, CoC Prizren successfully formalised its nine agreements this year. Finally, it should be noted that both CoCs will benefit from some degree of continuity, since the contracts of teaching staff members have been extended.

  Luxembourg re-affirms development partnership with Kosovo

  On 30 November 2015 a High Level Partnership Commission between the Government of Kosovo and the Government of Luxembourg took place in Luxembourg.
  
  During the meeting, the delegations discussed the progress and challenges in the implementation of the Luxembourg assistance in Kosovo in the areas of vocational education and training, health as well as water and sanitation.
  
  Regarding the health sector, delegations discussed the health sector strategy and establishment of the Health Information System. For the education sector, progress has been reviewed in the operationalization of the Vocational Education & Training Agency and Centers of Competence. In the water sector, Kosovo confirmed co-financing of joint infrastructural projects, whereas the Luxembourg delegation asked for courageous steps to be taken in the improvement of water management in Kosovo. Delegations also discussed future technical assistance, potential support to civil society and potential exchanges between Kosovo and Luxembourg universities.
  
  The Head of the Kosovo delegation, Mr. Ramadan Ilazi, Deputy Minister of European Integrations said: “Luxembourg has continuously been a strong supporter of the Kosovo European integration agenda. Furthermore, Luxembourg has allocated around EUR 24 million to support the efforts undertaken to reform Kosovo. Three sectors of our joint work are some of the key Government priorities in the years to come”.
  
  The Head of the Luxembourg delegation, Ambassador Ms Martine Schommer, Director, Department for Development Cooperation and Humanitarian Action, Ministry of Foreign an European Affairs of the Grand Duchy of Luxembourg said: “Luxembourg remains strongly committed to Kosovo’s development and EU integration. A new four-year development program will be designed for the period 2017-2020 aiming to support Kosovo’s development strategies in various sectors (including health) and to strengthen Kosovo’s civil society”.
  
  Luxembourg welcomed today the ratification of two agreements in the sectors of health and water by the Assembly.
  
  Luxembourg will have granted Kosovo EUR 48 million of assistance in the period between 2013-2020.
  
  The next High Level Partnership Commission will take place in Pristina in 2016.

  Signature de la Charte de la Médiation par LuxDev

  LuxDev fait partie des 20 premières entreprises et organisations qui, le 9 octobre 2015, ont signé la Charte de la Médiation lors d’une cérémonie officielle organisée par le CMCC (Centre de Médiation civile et commerciale), ensemble avec la Chambre des Métiers et la Chambre de Commerce.

  En tant que signataire de la Charte de la Médiation, LuxDev s’engage, lorsque l’Agence se retrouve dans une situation pouvant mener à un contentieux inter- ou intra-entreprise, d’opter tout d’abord pour un processus de médiation afin de trouver une solution amiable au litige. 

  « En tant que processus confidentiel qui permet de régler des différends de façon efficiente, la médiation me semble particulièrement intéressante pour le monde des entreprises. Par ailleurs, elle constitue une méthode efficace de prévention de conflits. De par les valeurs qui la sous-tendent, elle s’intègre parfaitement dans la démarche RSE poursuivie par l’Agence », souligne Gaston Schwartz, Directeur général de LuxDev.

  Kosovo - A sector approach for sustainable Vocational Education and Training (VET)

  To improve the conditions for long-term quality education in Kosovo, and to address some major challenges surrounding the sustainability of Project KSV/015, three workshops on national and local (Centre of Competence) level were held in February of this year. On the agenda: the strategic (re-)orientation of the CoCs in Ferizaj and Prizren and the national VET system in general. The workshop on national level was actually a kick-off meeting of a working group (WG) on policy challenges. The latter, through sub-WGs, is for instance currently addressing public financing of the VET sector and the involvement of social partners in VET.

  This leads us to the Academy on Financing Skills Development which was organised in March 2015, shortly after the above-mentioned workshops, by the International Labour Organisation (ILO) in Turin. The project facilitated the participation of a delegation from Kosovo. Six people from the Ministry of Education, the Agency for Vocational Education and Training and Adult Education (AVETAE), the CoCs and the project team itself left for Italy where they benefited from a broad programme including for instance the topic of sector funds as well as the importance of social dialogue and the involvement of social partners (trade unions and employers).

  The result of these developments is that one of the sub-WGs on policy challenges works on a sector approach with the commitment of all stakeholders, firstly through pilot initiatives in two sectors: Health Care (related to the CoC in Ferizaj), and Tourism (related to the CoC in Prizren). This sub-WG, mainly existing of the participants in the workshop on Financing Skills Development in Turin, will develop a pilot programme for arranging skills development including financing of this skills development on sector level, mainly related to a region. Lux-Development is ready to support such an approach as one of the main measures to set up sustainable ways of running VET as well as the CoCs in Ferizaj and Prizren in particular.

  Kosovo - Supporting the Water Supply System in Mitrovica

  KSV/018 project – Water in Mitrovica Phase II -  launched a tender for the first investment projects aimed at the municipalities of Mitrovica South and Vushtrri in March 2015.

  The aim being to upgrade or replace the physical assets of the expansive regional water supply system, focussing on lowering pumping and electricity requirements by reducing leakages. Technical investments of stage 1 consist of priority measures to improve assets, which address the technical losses and high pumping regime by establishing District Metering Areas so as to complement the institutional aspects of the annual Mitrovica Regional Water Company Revenue Water Campaign.

  

  The first projects were selected from a pool of project proposals according to the importance, relevance and priorities presented by the municipalities. This was followed by extensive discussions with all stakeholders.

  In Mitrovica South Municipality, the major components are the replacement of distribution mains (new pipeline), including nodes, chambers, bulk-meters and flow control valves as well as the replacement and installing of new water meters. In total 3.36 km of pipes are to be replaced including one km of pipes for domestic connections. On top of that, 1600 domestic meters and water meter boxes are to be replaced.

  

  In Vushtrri Municipality, the replacement of distribution mains (new pipeline), including nodes, chambers, bulk-meters and the rehabilitation of the distribution network are planned. This will be done by replacing the existing asbestos cement pipes by new polyethylene pipes (around 2 km), and installing about 280 domestic connections including water meters.  

  

  The implementation will start during May 2015 with a performance period of 8 months. These investments and works will contribute to reduce leakage and significantly decrease the portion of non-revenue water to the benefit of better water supply in general.

  Kosovo - Practical training at Centre of Competence in Ferizaj

  In Kosovo, a high priority is conferred to skills development. In that perspective, professional practice forms an integral as well as essential part of the curricula in Ferizaj. So far, formal agreements and informal arrangements between the Centre of Competence (CoC) and over a dozen partners, twelve companies and two public hospitals, were concluded in order to strengthen technical skills among students. Restraining from a disadvantageous balance that would put too much emphasis on theoretical knowledge, the CoC wishes to hone capabilities of coping with practical issues because this will ease the transition of students towards employment at a later stage.

  All eight health care profiles are covered by practical training: assistant of audiometry, pharmacy technician, assistant of orthopaedics, orthotics & prosthetics technician, community health care assistant, ophthalmic laboratory technician / optician, food safety and nutrition assistant and dental technician. It is actually foreseen to annually increase the time spent by students on professional training. Thus, hours in professional environments will increase from 20 % in grade 10 to 40 % in grade 11, and 50 % in grade 12. It should also be noted that in the CoC workshops, state-of-the-art furniture and equipment are at the disposal of the enrolled students, further enhancing their practical learning conditions.

  Clôture de l’appui au secteur forestier au Monténégro

  Après plus de dix années de soutien bilatéral au secteur forestier du Monténégro, deux événements de clôture, l'un pour le projet YUG/012 (FODEMO) et l’autre pour le YUG/812 exécuté pour l’Union Européenne.

  Après un premier projet (YUG/004), le projet de développement forestier au Monténégro II, ou mieux connu comme FODEMO II, a poursuivi les efforts précédents avec un impact positif sur le processus de transformation du secteur forestier du Monténégro.

  FODEMO II a su contribuer sensiblement à la finalisation de l'Inventaire forestier national et à former les gardes forestier aux nouvelles procédures et la planification de gestion forestière. Le projet a apporté son expertise pour la formulation de la politique forestière nationale ainsi que le loi sur les forêts monténégrins.

  Le projet "Soutien au renforcement des capacités dans le secteur forestier » a été mis en œuvre par LuxDev et le but de ce 2e projet (YUG812) était d’établir une gestion forestière durable et une gouvernance efficace qui avait pour but de contribuer à la mise en œuvre des normes clés de l'UE en matière de protection de l'environnement, les politiques de développement socio-économique et de la réglementation du commerce des produits ligneux. Ainsi, il a soutenu le développement des ressources humaines et l'amélioration de l'administration des forêts par la formation et la mise en place d'un système d'information forestière.

  KOSOVO: Centre of Competence for healthcare in Ferizaj

  A modern school for quality education: Launching the promotion campaign for the Ferizaj centre

  The construction of the Centre of Competence (CoC) in Ferizaj is in its final phase. Opening of this school, which will offer education and training in seven healthcare professions (optician, audiometrist, orthodist and orthopaedics, dental technician, pharmaceutical production, nutrition and food safety, home family care & geriatrics), is scheduled for September 2013. All curricula and equipment will respond to modern labour market needs and respect EU regulations regarding healthcare provision.

  A promotion campaign has been launched in April, not only to attract students and inform parents, but also to facilitate cooperation with businesses and other private partners.

  On 29 April 2013, a press conference for local and national media was held inside the school building in presence of the Chargé d’Affaires a.i. of the Embassy of the Grand Duchy of Luxembourg to Kosovo, Mr Pierre Weber, the deputy Minister of Education of Kosovo, Mr Nehat Mustafa, and the head of the Vocational Education and Training department of the Ministry of Education, Science, and Technology (MEST), Ms Valbona Fetiu-Mjeku, as well as the Mayor of Ferizaj, Mr Agim Aliu. The event was covered by local and national TV and articles appeared in the following days in major newspapers such as Koha Ditore and Kosova Sot..

  Additionally, the Ferizaj Centre was featured during one hour on the Sunday morning TV show "Magazina e se dieles" on RTK. Guests were Mr Bashkim Hyseni, director of the Centre, Mr Agim Berisha, director of Ferizaj Municipality Education Department, and Ms Valbona Fetiu-Mjeku, answering questions of a live audience of 9th grade students about topics such as qualifications, application criteria, and courses to be offered.
